In Bang Bang it was effective and made the song what it was...not so much here. It's not bothering me TOO much but I hope it's not a running theme on the album. Obviously, Billie wants his voice to sound sweetly and childishly using many effects. The best example is 'Lights Out'. The drums in the intro reminded me of Murder City which is kinda cool I'm gonna give it a few more listens before I give it a mark out of 10.
