Is not that hard to understand what they mean, or at least to give them an interpretation.

In contrast with 

"My daddy always was on strike
Goin’ off with the teamsters
He said that everything will be all right
Not every Sunday can be Easter"

His father had a political dream, hope for the future, was fighting for a cause. On the other hand he perceived himself as a "rebel without a cause", grasped at childish thoughts (Santa Clause), than he says

"I feel like a cello
Lost somewhere over the rainbow
Way up high
Too scared to dream"
 

I think is quiet self evident the meaning of the metaphor, the meaning of "high", the role this have in the context of the song. And "Too scared to dream" doesn't need an explanation, it's just the key to understand the song. 

I find these lyrics amazing, as the rest of the record, they're very metaphoric and need some effort to get them completely, but this is an amazing thing from my point of view, it's poetry, and saying they mean absolute nothing it's just bullshitting.

Once I really got into the lyrics of Somewhere Now, Say Goodbye, Outlaws, Too Dumb To Die and Forever Now on my fourth front-to-back listen of the record, I realized how fucking amazing some lines are. I think this is slowly becoming my favorite album of 2016. It simply grows on me with every listen and Still Breathing is just becoming ever more fucking powerful every time and feels just right on the record.

I'm just reading through these posts just to get an idea of how the album is being received by everyone.
Kind of feels like I'm the only fan left that didn't listen to the album yet. But reading the reactions makes me think more and more that they once again delivered a solid record. Still trying not to get my hopes up too much though.

You have to listen it front-to-back at least thrice to get into the new sound and style, but once you're in and really pay attention to all the great lyrics, it is a truly worthy successor of 21CB and AI. It's less of drag compared to the former and less heavy, whilst retaining the great lyrics of the operas (particularly Somewhere Now and Forever Now).

The clever lyrics, inventiveness of sounds, and variety of music just blow me away. The uniqueness might not be for everyone, but having high hopes is pretty safe in this case, I think. :) 

Also, it's just refreshing to have them back, as themselves. At long last. It's definitely a return to form.

I wouldn't be considering he has written such fantastic love songs.  I have been married for 20+ years and that cheesy stuff is about as attractive as a root canal.  Now Church on Sunday is the greatest love song of all time.  Youngblood is a hallmark card that gets looked at, given a thank you and thrown out.  Church on Sunday is the love song tht makes relationships last.

This made me LOL, because I just imagined Adrienne hearing the song and being like "that's it??" :P

I'm glad you found a deeper meaning because I still think they're ridiculous. It's obvious what he was trying to say. For example he was trying to find a cause to fight for but failed. But really is the best he could muster

It's laughable. And I'm sorry but the cello line still makes no sense. How exactly does he feel like a cello? 

In fact the lyrics in nearly every song are silly or nonsensical. Take a read of any of them. Individual sentences make sense but overall verses when you put the sentences together just are stupid. 

Here's just one example 

Concrete dream
I am gonna make a scene radio 
Covered in gasoline
Sleeping in reverse 
And everyone’s bouncing off the walls

 

Or how about we look at a few lines from Somewhere Now

 


I got a scene in the middle of the road
I’m gonna take my time 
I shop online so I can bolt
At the speed of life

I am like drum way up in the sky
I am the shooting star
There’s a soldier that’s freaking out
P.S this is war

 

One line at a time makes sense. Put them together and I find myself saying what the fuck out loud.

I've listened the record like 5 times...and every time i heard it again....i love it more and more....it's an awesome record!

Well it's funny, but a nice thing of this song is that he's treating a "serious" issue in a funny way. 
He's so stoned that he feels like a cello sounding in the sky, too much high. 
I'm giving this interpretation also basing my reflections on this interview: "It’s a song about my youth. In Oakland you went out on the street, to clean car glasses or buy some weed to smoke with your friends. The person of my family I’m most proud of is my father. A guy always on picket lines and protests, always on the street with workers. He wasn’t a soldier, neither a punk. He was a man trying to do the right thing, for his Billie Joe."

Bouncing off the wall is a song about being alternative, "bloody freaks", in a way that "give you the creeps". 

Concrete dream -> His dream is to do what the rest of the song says
I am gonna make a scene radio -> he's going to create a scene, hearable on the radio 
Covered in gasoline -> a "burning" scene, rebellious, dangerous 
Sleeping in reverse -> offbeat 
And everyone’s bouncing off the walls -> they're bouncing off the walls of "society conformism" 

Somewhere now according to Billie and the RS interview is a dreamy song about "How do you deal with dealing with yourself", which can apply to various situation, so the only way to understand it is finding a personal meaning for you. But I think it's also full of critiques to our society, from different perspectives. 

From my point of view these two lines: 
I got a scene in the middle of the road
I’m gonna take my time 

Are saying that he wants to take the time of his life, if he see or perceive something along his path he doesn't want to rush. And are in contrast with next two lines, a sort of "critique" to the modern lifestyle, 

"I shop online so I can bolt
At the speed of life"

You need to buy stuff online because everything nowadays is rushed and you can't chill out, you can't take your time, you nee to bolt.

My favorites are... all the songs. Speaking about Forever Now, what a great way to reach the end of the album. It feels like a rock opera in a song itself, but this time it's not about a character like Jesus or Christian, but about Billie himself, wrapping everything (every masterpiece) that he has created. And of course, people are not stupid, the catchy ones are always catchy :D (Say Goodbye, Bouncing Off The Wall). So far, so good. Next objective is of course to go to a concert for the third time!

Man I don't agree with him, I love Outlaws, but if you usually prefer faster and heavier songs these two tracks probably will not be among your favourites. Personally I adore bands like The Who, so I'm in love with this 70's vibe hearable in Outlaws and other RR's tracks, but luckily the world is various, and luckily this record too, and he's enjoying the rest of it so... cheers.

I love Billie's use of metaphors. I enjoy analysing the lyrics - it's not as much fun if it's all face value. Sure, some things might actually not make sense (not even to Billie as he wrote them) but it's fun to try and find a meaning out of it anyway. :D
