Yeah, it's Green Day covering Bob Dylan.

It's the full band, right?

And PS, I remember the podcast talking about this song being played at the AI Afterparty, and Billie saying "Damn, I don't even remember recording this!"

It does for me.

This happen sometimes if you switch between software/windows that can regulate the volume (muting other stuff) when you use it.

It's not regulating for me, and I'm using "low bandwidth" to get a cool retro sound c:
