Even slowing it down, there is no 'right here'. There is no 'ght' and 'here' in the sound at all. In ay dialect. It just sounds like 'woah oh'. I think in this case, I think it's trying to say that in the song, they don't want that control that people are bargaining for and that they want to burn that control down.
