It was intended partly to blow off steam and as a creative exercise to free themselves in preparation to write the AI follow up. I would imagine the Network project was much the same, something they all worked on together to get the creative juices flowing after coming out of a rough patch where Billie felt like he was doing all the work. It was shortly after they expressly agreed to work together more. But that doesn't mean that Green Day is under "BJ's dictatorship". If that was the case, then BJ wouldn't say things like "I'd like to Mike to sing more". They are a band, and in a band, music comes first. Whatever works for making consistent songs is good. Flat Earth is a funny song, but it sounds less “memey”.
