I also thought it was from that show, but I remembered wrong. It's from TOTP 2005. Billie looks virtually the same in both shows and he's dressed the same too, so it's easy to confuse them. Some singers seem to close their eyes all the time. You can see he is clearly watching the audience at times. Especially when he's wearing a good amount of eyeliner. It really sets them off! Sometimes, it almost looks like they're glowing because of the way the light hits them.
