The former owner of 880 was interviewed in a Green Day book that I have and he says that the studio was pretty secure and he doesn't believe that the masters were stolen. It's years since I watched it but I believe he and Mike had a go at someone for grabbing a woman at some point during that show, don't know if it was that quote though. I know NOFX had to change "Valium" to "Valuum" in an album title because of trademarking. I don't know if Billie ever said they had to scrap the whole thing. I'd taken his comment to mean that the master copy (not the only copy) of C&V got stolen and that they had possibly already written "Homecoming" (Mike, Billie and Tre's mini-songs put together) and "American Idiot", so they decided to start from scrap with those songs and a new concept for the album moving forward.
