I think the context is highly important there. Billie isn't using the term himself, he's putting it in the mouths of the people he's villifying. It's actually a rather prescient lyric—look at the Ferguson situation last year, the response from a lot of people was basically exactly that line, in intent if not exact wording. If Billie himself were to call black people that word, it would be horrible and offensive, but he's using it specifically as something that other people are saying, as a device to show how fucked-up and outrageous they are.
Babs' Uvula Who should be top, it's far and away the best song on there. Beyond that they're too close to call for the most part, which is why it seems like such a strong album.
Boulevard of Broken Dreams is their biggest hit to date. It is followed by When I Come Around, Minority, Longview, Basketcase, American Idiot, Holiday, Know Your Enemy, the Saints are Coming and and JAR. That is all of their Number One's.

Graham nailed it. Nothing wrong with it in context, and if it does make you uncomfortable then that's also kind of the point. I think it's an important line.
It's painfully easy for it to get stuck in your head. The lyrics are fantastic, the instrumentation is some of the best the band has ever done, and overall it's just a great song. Easily at the top of Insomniac for my and easily my favorite Green Day song. I'll defend the damn thing to death,
Oh, and no hate towards No Pride or Stuart. Those songs are fucking awesome.
I always forget just how much I like Westbound Sign until I listen to it, at which point I remember it's somewhere around the top of Insomniac for me, alongside Stuart and the Ave. Also I have to defend Stuck With Me, because it's got a good feeling of anger in it and is perhaps the first sign of Green Day getting somewhat political.
There really aren't any misses on Insomniac so trying to name the best is pointless. And saying any are average is downright wrong. But I will say that Bab's Uvula Who gets extra marks for being randomly named after a Saturday Night Live skit.
Just watched this, and I have to say it's one of my favorite performances of theirs. They all sound fantastic. It's pretty crazy to think that this was taken just 2 years before American Idiot was released. I wish I could have seen them during the Warning era.
