Thats right, if you are trying to play the song with Open chords, yes.

Yeah just tested it on my acoustic guitar and it's right. Like @Hammie Stein said, those are open chords. If you are wondering about how billie joe plays it, it is:

The outro goes a little something like this:

E, C#, A, E, B x4

On the final repetition, play single notes

A E B / A E B

Low E should be played where it is bolded: Outro: E, C#, A, E, B x4 and A E B / A E B. Low E is strings A and D on the second fret. Make sure to mute all of the other strings so it doesn't sound like E minor.
